习近平甫一上任，就提出实现中华民族伟大复兴中国梦的目标。

2012年11月29日，习近平在国家博物馆参观“复兴之路”展览时，第一次阐释了中国梦的概念。“大家都在讨论中国梦，我以为，实现中华民族伟大复兴，就是中华民族近代以来最伟大的梦想。”他说。

在此后一系列对中国梦的阐述中，习近平强调了“中国梦归根到底是人民的梦”，提出国家、集体、个人三个“梦”的维度。他还在多个场合阐述了中国梦的世界意义。
